To make good use of the facilities introduced in ~~MDL-27600~~, you need to be able to work out the right $beforekey, in situations where the list of children in the navigation may vary a lot depending on the capabilities of the user.

Therefore, I am proposing to add a get_child_keys to navigation_node. I need this for ~~MDL-27908~~.
