if you go to an admin report like /admin/report/backups/index.php and add a block and set its page contexts to "display throughout the entire site" it doesnt appear on the front page. If you edit it and set its page contexts to "display on front page" it will now appear on the front page but not on your admin report. Now editing it and setting it to "display throughout the entire site" will cause it to display on the front page AND on the admin report.
