IE9 - Upload of files does not work

      In IE9, upload does not work. Tried three things – none work in IE9, all worked in Firefox.
      1) Can't upload a backup using RESTORE, 2) cannot upload a file when submitting an assignment, 3) can't upload a file as a Resource.
