SCORM - file picker should disable when other package type selected

      under admin > plugins >Activity Modules > SCORM
      fnd the settings "Enable external package type", "Enable downloaded package type"
      turn both on.
      Create a new SCORM object in a course - select one of the other options in the drop list
      when "Uploaded package" is selected the file picker should be available in the form and the text field should be disabled - if a different option is selected only the text field should be available to use

      if the users selects to use an external manifest/external zip then the file picker should be disabled - this is only possible recently as a patch to allow disabling the file picker has been added.
