Custom CSS settings not working in Formal White theme

      1.) Select Formal White as default theme in Theme selector
      2.) Enable Theme Designer Mode - Site Administrator > Appearance > Themes > Theme settings - Save
      3.) Select from - Site Administration > Appearance > Themes > the Formal White custom settings page
      4.) Add some custom CSS rules in the Custom CSS settings options box towards the bottom of the this page. Save and return to Home page.
      5.) Check to see if any CSS rules have taken effect.

      When a user adds Custom CSS in the Formal White custom settings' page this custom css is not reflected in the theme after the changes are saved. All the other custom settings work, including the switch from current theme design to Moodle 1.9 Formal White (without borders).

      Theme Design Mode was enabled, but even after Purging all cache, nothing changed.
