Working the the QB may be more effective and efficient if the interfaces of all four components (Questions, Categories, Import, Export) reside in one page. Current interface does not seem to justify separate pages.

Possible 3-column layout:
*Left column - Categories list
*Middle column - Questions list (Category content; opened by clicking a category in list)
*Right column - Controls
