The 'Talk' function for chat activity does not appear to work as expected ie do anything. To replicate,

Go to course
Turn editing on
Add Activity > Chat
Enter chat session (requires at least 3 live participants)
Using chat window, Participant 1 clicks 'Talk' link next to Participant 2 and sends (private?) talk
Participant 3 can also view talk
