Course formats are plugins in the code, but they are not handled as plugins in the administration. Replace course default settings by this page. Move page to plugins.

Add course formats as plugin to site administration

• option to enable/disable a course format; may require changes in course default settings page
• option to define default and sticky blocks for each course format as in $CFG possible
• option to define default settings on course format level that are related to course view.
• add help information to general page and each of the elements
• add information to docs page
