File Picker works wrong while uploading a file.
After choosing a file in a local folder instead of uploading it File Picker attempts to download the file 'repository_ajax.php' to a local workstation folder. Behavior is always the same regardless context of File Picker use (importing users from CSV file, attaching a file to a course etc.)
