Ability to 'lock/unlock/unlock if empty' all optional profile fields

      For 1.9.x and 2.0 - it is currently possible for admins to configure user ability to edit various profile fields for manual and email-based self-rego authentication, including: firstname, lastname, email, city/town, country, language, description, web page, ID number, organisation, department, phone1, phone2, address.

      It would also be useful to have this functionality for the remaining optional fields: ICQ, AIM, skype, yahoo, MSN. I recognise these fields can be hidden from displaying on a user profile page and/or users can be prevented from editing and/or viewing profiles.
