Grades link still added to the settings block when there are no gradeable roles.

      While reviewing MDL-20617 I found this annoying wee bug.
      Having no gradeable roles and going to grades always results in the error shown in the screenshot so there is no need for that link to be shown if there are no gradeable roles.
