      In Moodle 2.8 (latest stable) a teacher can send a feedback attachment to selected users.

      Enables the teachers to send a message to selected students, directly, from
      the Assignmen Submissions page.

      (Very useful, when sending a message to all those who did not submit the assignment, yet)

      Attached, is a .diff file for Moodle version 1.9.4
      (It is a small patch/change you can probably apply it manually, to Moodle 1.9.10 too)
