We created a new role from the teacher role and removed the capacity "moodle/course:update" in order to forbid the access to settings of a course.
The unexpected consequence is that people with this role can't move resources both icons disappeared...I don't see how it is technically connected to the capacity above.
It would be great if users with this role could simply have those 2 possibilities back.
