We asked one of our accessibility experts to examine the new navigation in Moodle 2. She identified serious accessibility problems with the block docking feature, which I thought we should file as a bug here. Her report is:

I haven't done comprehensive testing apart from keyboard access, but I thought it would be useful to let you know my initial findings.
Unfortunately this facility is not accessible with the keyboard:
- once a block is docked it is removed from the tab order, so it is impossible to use an item once it is docked.
- similarly the 'undock' button does not receive keyboard focus.
- when a block is docked the 'skip' link that is associated with the block remains in its original position. This completely undermines the purpose of docking because there is still a link where the block was!
- in addition the 'collapse block' buttons do not receive keyboard focus.
I haven't had time to test with the screenreader, but the above does not bode well...
In addition I think that vertical text could be difficult for anyone who has difficulty reading, i.e. those with dyslexia or visual impairment.
