rating help doesnt just describe the current scale but instead lists all available scales

      Clicking on the help icon next to the rating down, for example in the forum, takes you to a page with a url like http://moodle.org/course/scales.php?id=5&list=1&scaleid=-88

      It seems to list all available scales. Not just the one in use. This isn't terribly helpful for students. Ideally only a description of the scale in use should be displayed.
