Files - Course max file size not being enforced

      I followed the steps in MDLQA-445 to set the course max file size to 500Kb as the teacher. I then went and was able to post forum replies with attachments larger than 500k despite it displaying that that was the limit. In an upload single file assignment, despite the activity having a limit of 500k the display says the limit is 2mb and allows files larger than 500K. Peace - Anthony
