Testing Instructions:
1. Confirm that there are no mention of 24064 in Moodle
2. Confirm that there are no mention of bulk_user_enrol either

1/ There is a horrible hardcoded role id assignment
2/ we need to use manual enrol plugin, etc.

I am commenting this out for now, the new cohorts and enrol UI replace some use cases for this...
