By default, only Teacher and above can rate Forum, Database & Glossary entries.

In settings form, we need a statement to alert the activity creator to possibility of students rating posts as well if required. Something like:

"Ratings automatically enter the Gradebook. Only Teacher role and above can rate entries. Edit role permissions for this activity to allow any other role (eg. Student) to rate."
