If all three workshop features use self assessment, use peer assessment and use assessment of example submissions are off, the workshop UI and processes should get simplified:

• only users with mod/workshop:viewallsubmissions and mod/workshop:viewallassessments and mod/workshop:overridegrades (all three) capabilities could assess the submission
• the Grading evaluation phase would be skipped and hidden from the planner
• the feedback for the reviewer would be hidden
• the grading grade item could be hidden and excluded from aggregation in the gradebook by default
• no grades for assessments are displayed in the grading report
