Context validation should catch exception and return more friendly error

      Following MDL-23398, I think we need more friendly error message when context validation fail into external web service function:

      self::validate_context($context);

      The context being the course context of the group requested by id.

      When an external function valide a context, they could catch any exception and return an error message saying: "Context validation failed: You are not allowed to access to the COURSE - "dkhkdfkjds"
