The file management in Moodle 2.0 will be an area that users of previous versions will have a lot of difficulty with. To ease this transition, and to provide a more familiar environment for choosing and managing files, this Issue proposes that upon opening the file picker in Moodle 2+:
1. Opens with the Server Files tab active (if available)
2. Viewing the course level in the hierarchy as a starting point, with the ability to navigate up or down the hierarchy as required.
3. This behaviour is set as a user preference, defaulted to true.

This is also likely to be more convenient, based on the assumption that an existing file is more likely to be in the course hierarchy than anywhere else. Screen shot attached.
