Each course may now include multiple enrolment instances, we need to be able to add, remove and modify each instance separately.

The basic UI is part of the new "Access control" section, it is a bit technical and is not designed for ordinary users, it is controlled with 'moodle/course:enrolreview' and 'moodle/course:enrolconfig' capabilities. Plugins may use more fine grained access control to individual settings and management interfaces.

This interface is used to set up meta course links, cohort sync, etc.
