The "sortorder" variable for question bank categories is not written to the XML file during MoodleXML export. Thus when the XML file is imported into another course, parent/child relationships are preserved but the relative ordering of siblings defaults to alphabetical at all levels. If "sortorder" were in fact present in the XML file, it is unknown whether it would be properly interpreted by the MoodleXML importer.
