Cron job on hub directory to update info about hubs

      Hub directory needs to have a cron job that:

      • request updated hub information
      • remove hub that had no sites/courses or not existing for a month (need 'timevalidationfailed' field to save the time of the last failed validation e.g. sites = 0 and course = 0, site didn't answer) + send email to alert hub admin that his hub has been unregistered
