Quiz floating countdown timer info isn't fully conveyed to a screen reader user.

Color is used to indicate meaning (at last 15 seconds of countdown - going from pink to red) Note: Talked to Tim Hunt about this, we're both thinking that the time countdown from 15-0 denotes the same information as the color change.

When the timer runs out the quiz is closed and the student is given a "0" with no other warning. A workaround was introduced in 1.8 so that the timer can be taken off of some students quizzes; however if the workaround is not used, then a blind or low vision user won't be hearing the countdown while they work through the rest of the quiz.
