If the browser automatically scrolled after refresh or on page load.

To replicate:
1. In firefox, dock the navigation blocks to the side panel
2. Scroll half way down the page
3. Refresh by pressint CTRL + r
4. Once the page has loaded and the browser has skipped half way down the page mouse over to display the panel
5. Panel appears at the bottom of the screen.
