iframe another site's page fails - worked in 1.9.5

    • Linux, upgraded 1.9.5 to 2.0 nightly build.

      Receive error:
      You cannot call $PAGE->set_activity_record until after $PAGE->cm has been set.
      When attempt to click on link for a webpage that does nothing more than iframe another page. This worked in 1.9.5 but now fails with the error.
