Many of our clients would like a new forum type where the teacher starts all of the initial topics/thread and students are only able to reply. The reasoning is that this would allow Moodle teachers to provide more direction in order to keep everyone on task and focused.

Specifications:
1. Only teacher can can start a new topic/thread.
2. Students can only reply to existing topics/threads.
3. Students cannot see answers until they have already replied (like in Q&A)
4. Course reset of Focus Forum deletes replies only, not the original topics/threads started by the teacher.

What would it take to have this implemented in the next version of Moodle? Currently this can partially be accomplished through the role override feature, but there is no way to achieve specification #4 without resorting to manual and tedious methods.
