Improve category list editing interface like cm's in the course

      Category list editing is far from usable right now. However Moodle has a poweful list editing interface in topic/week course format for editing list of cm's. It would be very good to improve listlib.php to use same interface in list editing. We are willing to do that.

      This task will probably have some subtasks defined.
