I noticed this while signing up for iMoot, http://imoot.org/login/signup.php
Currently the reCaptcha field is the only form field/link with a "tabindex" attribute, it's set to 2 and this interrupts the flow when navigating with the TAB key. So, a potential accessibility barrier for anyone registering on an open Moodle site, like http://Moodle.org

I've supplied a screen shot and 1-line (+ optional 1 line comment!) patch to fix. I'm OK to commit on all the various branches, so assign to me if you wish. I'll include Nicolas Connault, who did the original commit, in this bug.

(I think this applies to Moodle 1.9.1 onwards, see #MDL-13796.)
