Ampersand not displayed correctly in plain text forum email titles

      If a user has email format set to plain text in their profile, then when forum emails arrive, any that have an ampersand character in the message title are displayed using the html ampersand entity, rather than the actual character. Ampersands in the message body however are displayed correctly. This happens with Thunderbird and Outlook, so I don't think it is an email client issue. Presumably somewhere in the library that processes forum messages and other texts ready for emailing, it is ignoring the contents of the title?

      Example:

      bath -> Forums -> News forum -> This is a test message with an ampersand -
      & - in it
