Users can change course group settings without managegroups capability

      Make sure that users without 'moodle/course:managegroups' capability cannot change group related course settings

      When editing a course settings page, a user (USER1) can change the course group settings without having the 'moodle/course:managegroups' capability in the course context.

      If groups have already been set up by a user with that capability (USER2), then USER1 can go and disable groups by setting 'Group mode' to 'No groups'.
