Bulk user actions should include a filter option to select users who are not participants in any course: "no role"

      Bulk user actions should include a filter option to select users who are not participants in any course. This would be especially helpful in a number of areas, including clearing out the accounts of students who have completed their courses and are no longer enrolled in any classes.

      By selecting users with "no role" the bulk user actions could be easily used to clean up accounts for users who were never enrolled in any courses and so didn't ever make use of their accounts without deleting the accounts of students who were enrolled and didn't "show up" for the course. The option to preserve those accounts would be helpful for those of us who need that info for record keeping purposes (an "attendance" record) during the duration of a course.

      Also a good compliment to the "never logged in" filter proposed in MDL-15502 ( see: http://tracker.moodle.org/browse/MDL-15502 )
