Moodle 1.9.x course overview semester sorting

What will this patch do:
This patch will give the administrator the possibility to choose a different front page layout for students, coursecreators, teachers etc.
The courses will be sorted according to the startdate adjusted within the course settings, so that you can transfer courses into the next term just by adjusting the startdate. Within the attached screenshots you can distinguish the difference between moodle-standard sorting and the novel semester sorting.
