Only display the 'Synchronise legacy grades' button when necessary

      To make things simpler for teachers, could the 'Synchronise legacy grades' button

      • Not appear for new Moodle 1.9 installs
      • Disappear once synchronisation is complete for upgraded sites

      Alternatively, could the button be replaced by an admin button for synchronising legacy grades across the whole site?
