Users not forced to update profile when required fields are empty

      Currently if a new user is missing username, password, firstname, lastname, or emailaddress they are redirected to the userprofile page to add/update this information. But if they are missing other required profile information; city/town, country, description, or user profile fields that have been marked as required the user is not asked to update these fields. This seems inconsistent, if a field is required shouldn't Moodle redirect the user if any of the required fields is empty?
