bug in online assignment -- when the tool is set up to try to mimic journal

      1. The journal module is worth maintaining (see -MDL-14045)

      2. there is a bug in online assignment – when the tool is set up to mimic journal (as close as possible) when "Allow quick grading" is selected, when faculty grade, a span tag appears in the student comment area.

      Please reopen MDL-14045 for voting.
