Steps to reproduce:

Create a new forum, set "Force everyone to be subscribed?" to "Yes, always"
Go to that forum as a teacher or admin
Click on the "Allow everyone to choose" link
Go to the logs related to the course you created a forum.

Everything works as expected, but the action of changing the subscription option is not logged.
Clicking on "Force everyone to be subscribed" link is not logged as well.
