Even primary admin can't start discussion on front page news forum until he explicitly assigned to the role in the front page course

      Admin must explicilty be set as participant in the front page to be able to add news to the news forum.

      This is not so much problem (so Minor bug), but admins can do everything, or, at least, they can start discussions in normal courses forums without getting role in these courses, so front page forum behavour is inconsistent.

      P.S. I suspect that this behavour has something to do with $CFG->defaultfrontpageroleid setting, and that setting affects even admins.
