First time a new user visits Edit Profile, it requires Description as a required field.

Is Description supposed to be a Required field?

It seems to me that this should be an optional field (or at least admin should be able to choose whether or not it is optional or required).

There should also be a notice at the top of the screen when required fields are missing data... I spent hours trying to figure out why it would not let me change the email in my regular user account, and then (finally) I noticed the box around the description field saying required. I have been using moodle for a long time and did not expect it to be asking me for a description!
