New 1.9 install for English and Mexican Spanish speaking students.

With English and Mexican installed I get no Spanish on the site. Edit the phrases and everything is blank.

Then I install the International Spanish and the Mexican works. Uninstall the International and Mexican no longer works.

I assume the es_mx was based on the es and some path was not changed.
