Restore: Gradebook - fix restore so that individual grade exclusions are restored to 1.9 gradebook as excluded

      The zip file attached to MDL-13617 is a 1.8+ course backup wtih 5 assignments and 5 students. A couple of the students are excluded from doing Assignment #5; however, this exclusion does not import into the 1.9 gradebook. Since this technically constitutes loss of data (the students excluded), I am assigning this a priority of Major. Peace - Anthony
