Provide one utility to import/export outcomes

      With outcomes becoming one important part of Moodle I guess som (a lot) of institutions will want to load some "standard" outcomes to be used with Moodle (instead of manual editing them). It could be easy and effective to support some sort of CSV importer exporter of outcomes.
