Support Self-Hosted TinyMCE Premium Plugins for Greater Deployment Flexibility

      Enable organisations to deploy and manage TinyMCE premium plugins in on-premise Moodle LMS environments, eliminating reliance on Tiny Cloud and meeting stricter data residency, privacy, or offline requirements.

      This work will introduce support for both bundled and individual plugin .zip files and allow configuration of associated Docker-hosted services (e.g., spellchecker, link checker, advanced media) via admin-defined endpoints.

      The outcome is increased deployment flexibility for institutions with complex infrastructure or compliance needs, while maintaining access to premium TinyMCE capabilities.
