Enhance the quality and relevance of error messages shown when AI actions fail, helping educators and admins understand and resolve issues faster.

This work will align AI error reporting with Moodle's existing debugging framework providing clean, user-friendly messages during normal use, while allowing technical users to enable more detailed diagnostics when needed.

The goal is to reduce confusion, support smoother troubleshooting, and improve trust in the AI subsystem's reliability.
