Following on from the initial work to include MFA in core LMS, and the second piece of work to improve the UX and usability for users when using and setting up MFA.

The final dedicated MFA piece is to improve the MFA setup experience for LMS administrators.

This is part of our work to Improve the workflow for administrators when they set up new and manage MFA for their instance. There is work to be done for both the UI presentation and the steps required to manage and setup factors.
