      📝 Summary

Tenants in a Moodle Workplace system want to use MFA for their own scenario, similar to the authentication method, where the tenant can also choose whether to use manual accounts or SSO/LDAP login etc.

So the Multi-factor-authentification needs to be multi-tenant.

      📖 User Stories

      • the site admin should be able to define whether tenants in the system are allowed to use their own MFA scenario or whether the MFA settings should apply equally to all tenants in the system
      • if the site admin allows tenants to set up their own MFA scenario, the tenant admin must have access to the MFA settings for their own tenant
