Lay the foundation for consistent, scalable LTI (Learning Tools Interoperability) support across Moodle by migrating core LTI functionality out of the mod_lti plugin and into a new core_lti subsystem. This change will allow LTI tools to be embedded more flexibly across Moodle components beyond just activities. This will support richer integrations in areas like editors, module forms, and content blocks.
The outcome is a unified, extensible LTI architecture that improves developer experience, future-proofs LTI usage in Moodle, and expands the opportunities for educators to embed external tools throughout the platform.
