When a user is allocated to a program, they are not enrolled when they have access to a course. The user has to click on it to enrol. 

For students/teachers, it might be useful that they are automatically enrolled to program courses they have access to:

• A teacher wants to make groups before the course starts.
• A student has to know the dates before the student entered a course.

This is especially the case when the program completion criteria are complete in any order or complete x of x courses.

There will be a setting for Course enrolment in programs, if it's set to automatic enrolment, users will be enrolled in program courses as soon as they have access to them:

• For the "All in any order" criterion, this will result in users being enrolled into courses as soon as they are unlocked by completion of other courses
• For the "All in any order" and "X out of Y" criteria, users will be enrolled in all courses as soon as they have access to the set or the program
