This is the same problem as reported in the already fixed issue

This commit from 2021 mentions that an ungraded reattempt in Assignment should pull back the failed status back to submitted (from red to yellow). However, in our environment (Moodle 4.1.4, completion_progress version 2022112800), this does not happen.
